The Role: The Utility Locator performs skilled work in locating and marking underground water, flood irrigation, reclaimed water, and sewer lines using maps, blueprints, and metal detectors.
This position will be open until filled; applicants will be reviewed as they are received.
Salary: This position is:
  • FLSA non-exempt, and will earn overtime for any hours worked over 40 in a week.
  • A Grade 314 with an hourly salary between $24.9611 - $37.4418.

Holiday, Vacation, and Sick Leave:
Regular status positions offer:
  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave to celebrate their cultural or religious holidays throughout the calendar year.
  • Vacation leave accrues at:
    • 5.33 hours per pay period (138 hours/17.25* days per year)
    • Increases to 6.12 hours after 5 years
    • Then caps out at 7.6 hours after 10 years of service.
  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year).
* Days per year estimates are based on an 8-hour work day.
Retirement:
  • This position participates in the Arizona State Retirement System (ASRS).
    • The current contribution rate is 12.27%.
    • Contributions are mandatory, and are collected each pay period.

Essential Functions


  1. Locates and marks underground city water, flood irrigation, reclaimed water and sewer lines in accordance with state statutes regulated by the Arizona Corporation Commission.
  2. Reads quarter-mile section maps, as-builts and blue prints; marks accurate locations with paint; coordinates changes and corrections with engineers.
  3. Responds to emergency calls from contractors and private citizens when unknown utility is located; identifies utility and notifies contractor or citizen.
  4. Assists other departments in location of water, flood irrigation, reclaimed water and sewer lines.
  5. Organizes, prioritizes and routes the blue stake requests and determines if a greater section needs to be located once the contractor begins digging.
  6. Contacts the Engineering Department for updated information on new plans and visits construction sites of new mains and services to update the available database.
  7. Uses the Irthnet database to open, close and receive blue stake ticket requests from the Arizona Blue Stake Office for locations from contractors or other valley utilities.
  8. Reviews and monitors the work of the contractors in reference to their hitting or damaging a city-owned utility during excavation.
  9. Acts as a lead stand-by representative for Utilities Department for after hours emergency services as required; assists meter shop in turning water service on or off; responsible for after hours utilities repairs.
  10. Verifies and measures water service relocations and provides information to Senior Technician.
  11. May attend pre-construction conferences to exchange information or explain blue stake policy.
  12. May test, repair, maintain, read, install and replace small, medium, large and fire hydrant water meters.
  13. Operates city vehicles which require a Commercial Driver's License (CDL).
  14. Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors
Minimum Qualifications:
Two years of experience in water and sewer construction, blue staking or a related field.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

Knowledge of:
  • Arizona State statutes and regulations on blue staking
  • Public works or utility construction methods, techniques and practices
  • Hazards and safety precautions associated with working in the streets
  • Utility industry Blue staking practices and procedures
Ability to:
  • Operate a personal computer using database software to complete blue stake requests, viewing quarter section maps determining locations of City owned underground water, wastewater and reclaimed water facilities
  • Read and interpret maps, blueprints and "as-built" plans
  • Make precise decision regarding location of markings
  • Carry out oral and written instructions
  • Establish and maintain effective working relationships
  • Communicate effectively, both orally and in writing
  • Deal effectively and courteously with private contractors and the general public
  • Operate city vehicles which require a Commercial Driver's License (CDL)
Special Requirements:
  • Arizona Class A Commercial Driver's License with Tanker (N) endorsement is required within 90 days of hire.
  • Must obtain an Arizona Department of Environmental Quality (ADEQ) Grade 1 Water Distribution System Operator certificate within six (6) months of hire.
  • Occasional callback or stand-by duty.
  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
